Mark T. Campbell is a co-founder and manager of Arcadia Realty Capital LLC. He brings a wealth of experience in tax, accounting, and real estate investment, having participated in successful real estate projects on three continents. Mr. Campbell began his career as a tax professional with Arthur Andersen & Co. After working in Chicago and London, he became an international tax partner in 1989. He transferred to Tokyo in 1992 and later became a partner of Ernst & Young in 2002.
After leaving EY, he co-founded Saratoga Realty Investors LLC to provide U.S. investment management services to wealthy Japanese investors. Within five years, Saratoga’s assets under management grew to over $250 million invested in a mortgage portfolio, a private REIT, and multifamily housing investments that provide Japanese income tax shelter. In 2016, Saratoga’s mortgage based fund yielded an average 8% return to investors. In 2017 Mark sold his interest in Saratoga to his Japanese co-founder.
Mark is on the Board of Directors of JCM Partners LLC, an $1 billion privately held real estate partnership in Northern California. He has been named by International Tax Review as one of the “World’s Leading Tax Advisors” as well as one of “World‘s Leading Transfer Pricing Advisors.”
He received a BA from Yale University and an MBA from the University of Chicago Graduate School of Business. He is also a licensed C.P.A.
Rachel Xu is a co-founder and manager of Arcadia Realty Capital LLC. She has operated several successful businesses in the United States in biomed, electronic, telecom and renewable energy industries. She has been an active real estate investor both in China and in the United States. This includes the ownership and development of properties in the San Francisco Bay area both on her own account and with several co-investors.
Recently she lead a partnership with several investors in acquiring undeveloped property in the Mission District of San Francisco. She lead the development of the property through fund raising, acquisition, financing, architectural design, and final planning approval.
She received a BA from Beijing University and Beijing Normal University in history and international politics.
Mark Radom is our general counsel with broad experience on Wall Street and in the hedge fund world.
For over 14 years he has represented Goldman Sachs, Macquarie, BlackRock and other investment banks and institutional investors both “in-house” and through outside law firms.
His offices are based in Gibraltar.
He has a BA from Duke University and a JD from Brooklyn Law School. Mark is fluent in Russian.
